 Amanollah Goshtasbi 
Amanollah Goshtasbi, as a senior commander of the Islamic Revolutionary Guard Corps (IRGC), has been involved in serious and widespread human rights violations. In his capacity as the commander of the Salman Corps in Sistan and Baluchestan province, he is responsible for the violation of the right to life of residents of this province by the forces under his command. The forces of the Salman Corps in Sistan and Baluchestan have repeatedly opened fire on Baluchi citizens under baseless pretexts, resulting in their deaths. 

Right to Life and Civilian Deaths 
As the commander of the Salman Corps in Sistan and Baluchestan, Amanollah Goshtasbi is accountable for the killing of civilians by IRGC forces in this province. 
For instance, in October 2020 (Mehr 1399), IRGC forces of the Salman Corps shot and killed a fuel carrier in the border area of Mirjaveh. According to a published report, the slain citizen, Davood Rakhshani, “engaged in fuel carrying due to the lack of suitable employment and lost his life after being shot in the abdomen by IRGC forces.” 
Earlier, in July 2020 (Tir 1399), another citizen in the village of Garavani, a district of Saravan county in Sistan and Baluchestan province, was seriously wounded when IRGC forces opened fire on a fuel carrier’s vehicle. Reports indicate that “IRGC agents entered the village of Garavani in a private vehicle and, without any warning, fired at fuel-carrying vehicles parked on the main village road before fleeing the scene.” 
In September 2019 (Shahrivar 1398), IRGC forces in Sistan and Baluchestan province shot at a fuel carrier’s vehicle, killing two citizens—one of whom was identified as Salem Fazeli—and injuring another individual named Arya Raeisi. 
Similarly, in June 2019 (Khordad 1398), another fuel carrier, Yaser Bahadin, was killed by direct gunfire from IRGC forces in the border area of Irafshan, located in Sarbaz county, Sistan and Baluchestan province.

October 21, 2024 (30 Mehr 1403): HRANA reported the continued detention and legal uncertainty of Jasem Haseli, a citizen from Marivan, in the IRGC Intelligence Detention Center in Sanandaj, despite more than two months having passed since his arrest. January 23, 2025 (3 Bahman 1403): Amjad Salehzadeh, a resident of Saqqez, was arrested by security forces and transferred to the IRGC Intelligence Detention Center in Sanandaj (Shahramfar). (HRANA – Continued Detention; Latest Report on the Situation of Amjad Salehzadeh) 

January 23-24, 2025 (3 & 4 Bahman 1403): Milad and Nariman Rendani, two brothers from Saqqez, were arrested by security forces in Saqqez and transferred to the IRGC Intelligence Detention Center in Sanandaj (Shahramfar). February 2, 2025 (13 Bahman 1403): HRANA reported that since the beginning of 2024, a total of 31,500 students from Kurdistan province have been sent to “Rahian-e Noor” military excursions.
