HRA and partners reviewed the selected incidents to establish a history of involvement in human rights violations and international crimes. Each incident was chosen to demonstrate the extensive engagement in crimes ranging from terrorism to crimes against humanity and beyond. While each selection details a specific incident, the list collectively represents systematic behaviors indicative of a broader pattern of concern.

The analysis reveals potential crimes including:

• Rape, and other forms of sexual violence
• Torture
• Murder/Wilful killing
• Persecution (political, racial, national, ethnic, cultural, religious, gender)
• Conscripting or enlisting children under the age of fifteen years into the national armed forces or using them to participate actively in hostilities
• Taking hostages
• Causing great suffering, or serious injury to body or to mental or physical health
• Terrorism

Leveraging the capabilities of the PDP database, each case study is directly linked to an individual perpetrator(s) or the responsible unit(s). New incidents will be published here as analyzed.
